On 23 March 2018, EU and UK negotiators reached an agreement on the draft withdrawal agreement allowing the European Council (Article 50) to adopt guidelines for the framework for future eu-UK relations. The implementation of a growth strategy after the EIB`s withdrawal is not covered by this article. The United Kingdom is still entitled to its share in the amounts recovered under the guarantees of the Member States and on the balance of its appeal account of its Member State. The UK`s share of this paragraph is proportional to its respective participation in each guarantee contract. Obligations arising from the cooperation agreement between the European Community and its Member States, on the one hand, and the Swiss Confederation, on the other hand, with regard to the fight against fraud and any other illegal activity affecting their financial interests (11) The notification specifies the provisions which the applicant intends to suspend. Before deciding to suspend parts of an agreement covered in point (b), the complainant first considers whether the suspension of the provision of this agreement in point (a) would be an appropriate response to the offence. Any stay is proportionate to the breach of the undertaking at issue, given the seriousness of the violation and the rights at issue and, if the stay is based on the respondent`s continued non-compliance with the arbitration panel`s recourse under section 173, if the respondent was bound and paid or is still paid by the respondent. The government has also published the following texts on the Gov.uk website: the agreement defines goods, services and related processes. Any provision of goods or services legally put on the market before leaving the EU may be made available to consumers in the UK or in the EU Member States (Article 40-41). On 15 January 2019, the House of Commons voted with 230 votes against the Brexit withdrawal agreement the largest vote against the British government in history.
 The government may survived a vote of confidence the next day.  On March 12, 2019, the House of Commons voted 149 votes against the agreement, the fourth-biggest defeat of the government in the history of the House of Commons.  A third vote on the Brexit withdrawal agreement, widely expected on 19 March 2019, was rejected by the House of Commons spokesman on 18 March 2019, on the basis of a parliamentary convention of 2 April 1604, which prevented British governments from forcing the House of Commons to vote several times on a subject already voted on by the House of Commons.    An abbreviated version of the withdrawal agreement, in which the annex political statement had been withdrawn, consisted of the test of “substantial amendments,” so that a third vote was held on 29 March 2019, but was rejected by 58 votes.  If the EP approves the agreement by a simple majority, it must be adopted by the EU by the overqualified majority of the European Council of the other 27 Member States (20 from the other EU-27 representing 65% of the EU-27 population).
